VIC:Vic teen jailed for fatal punch
Police have warned of the horrendous consequences of fighting on the streets after
a young man, who killed a teenager with a single punch to the head, was jailed today.
After drinking 15 vodka energy drinks in three hours the youth punched 17-year-old
CAMERON LOWE on the jaw in an unprovoked attack on a suburban Melbourne street in November
last year.
CAMERON regained consciousness and went home to bed but didn't wake up and died in
hospital a few days later.
Today in the Victorian Supreme Court, his attacker, who can't be identified because
of his age at the time of the assault, has been ordered to serve at least four years in
prison.
Detective Senior Constable NATHAN TOEY says if people want to get in the boxing ring
there are plenty of places they can, but not on the street.

BRISBANE, Feb 2 AAP - Prime Minister John Howard should urgently convene a meeting
with the states to spell out his $10 billion federal water plan, says Queensland Premier
Peter Beattie.
The prime minister yesterday made a fresh appeal to state premiers to support his 10-year
plan to fix the Murray-Darling basin, saying it was the only salvation for the ailing
waterways.
He has asked the four states which share the rivers to hand control of the basin to
the commonwealth in exchange for a federally funded upgrade of irrigation infrastructure
and measures to address the over-allocation of water.
The states are Queensland, South Australia, Victoria and NSW.
Mr Beattie today said he was prepared to cooperate, but needed more detail and an urgent
meeting with the prime minister and other affected states to discuss the ramifications
of his proposals.
"When John Howard publicly announced his plan for management of water within the Murray-Darling
system last week he promised he would provide more detail," Mr Beattie said.
"We are still waiting.
"We have received an overview letter from the prime minister but that still doesn't
tell us what we really need to know."
Mr Beattie said he wanted to know how the federal government would manage the resource,
its costs, the timeframe of the plan and if it intended to use compulsory acquisition
powers on farmers.
"All of the affected states have indicated a willingness to work together on the vital
issue of water, but we need to know that Mr Howard and his colleagues in Canberra are
serious and have thought this through," Mr Beattie said.
"For example, it would be a backward step for our rural economy and the environment,
if decision-making on water was to occur in isolation from all other resources in the
catchment and reliant on decision makers in Canberra."
Mr Beattie said he also wanted to discuss issues such as ensuring Queensland farmers
were protected and "unlocking" money promised by the federal government two years ago
for major water infrastructure.

Former Adelaide Crows AFL coach GRAHAM CORNES has told a South Australian court a joke
made on TV about his wife sleeping with a footballer has affected their marriage.
NICOLE CORNES .. a lawyer and failed Labor candidate .. is seeking damages against
Network Ten .. alleging comedian MICK MOLLOY defamed her its football show .. Before the
Game.
MOLLOY allegedly questioned her fidelity .. insinuating she'd slept with former AFL
player STUART DEW .. and Mr CORNES has told the SA Supreme Court today the comments aired
on the program in June 2008 were staggering.
Mr CORNES says he's also been subject to sledging on the football field as a result
of MOLLOY's comments .. and an on-air apology MOLLOY made in September 2008 hasn't lessened
the hurt.
The trial continues.

In looking ahead, LaDainian Tomlinson had no problem looking back Saturday night.
Surprisingly, he was one of the only Jets willing to do that so soon.
Rex Ryan begged out of talking about the Patriots immediately after his team's 17-16 playoff victory over the Indianapolis Colts, preferring the focus remained on how his Jets just beat Peyton Manning in his building and not the next round in New England.
Even Bart Scott, often the locker-room conduit for Ryan's bravado, stayed quiet on the Patriots' front, at least for now.
Tomlinson, the future Hall of Fame running back chasing a Super Bowl ring with the passion of an NFL rookie, declined to sidestep the embarrassment of last month's farce in Foxborough.
All it took was one question regarding the Jets' next opponent to bring him right back to the field that fateful night inside Gillette Stadium five weeks ago.
"I remember late in the fourth quarter and the Patriots were talking and yapping about the game that night," Tomlinson said of the Jets' 45-3 loss Dec. 6. "And I said to a couple of guys, 'We'll be back. You guys got us tonight, but we'll be back.' "
The Jets earned that return trip with a brilliant performance that included two Tomlinson touchdown runs, an outstanding defensive game plan that seemed to frustrate Manning and the winning field goal by Nick Folk as time expired.
On the heels of their biggest victory since Joe Namath's guarantee, this is not the time to back down from their loudmouthed persona.
If anything, as they head back to the site of the worst regular- season debacle in recent franchise history, the Jets have to stay true to themselves and talk even more.
Anything else would render them a bunch of phonies.
Say what you want about the Jets since Ryan has been in charge, but their best quality - albeit their most polarizing -- is that what you see is what you get.
Beating Peyton was personal for Ryan.
Beating the Patriots should be personal for the rest of the Jets, all of whom should carry the humiliation of what New England did to them on national television.
Ryan need not worry about providing bulletin board material to the Patriots this week, not that he ever has before. He already did enough by taking a shot at Tom Brady while praising Manning's study habits last week.
"There's nobody like this guy in the league. Nobody studies like him," Ryan said of Manning. "I know Brady thinks he does."
Thanks to the Internet, the zinger made its way to New England within minutes.
Ryan's sound bite will be played countless times this week, as it should.
The Jets will not outcoach Bill Belichick. They will not outthink Brady, who has not thrown an interception in his last 11 games, a staggering stat to go along with his 36 touchdown passes and four picks.
The Patriots have lost once in their last 12 home playoff games.
That does not mean the Jets won't beat the Patriots and advance to the AFC championship game for the second consecutive year.
They can do it with the same blueprint that bested Manning and the Colts, but not without rallying the same kind of emotion the Patriots used against them on "Monday Night Football" last month.
Ryan buried a football from that game in the ground near one of the Jets' practice fields, hoping his actions would help the players and coaches leave the experience in the past.
Something so mentally and emotionally taxing is not that easy to leave behind, however.
Just ask Tomlinson, who reminded us of how he told the Patriots he and his teammates would be back to prove that one-sided outcome was an aberration.
If he is as sly as he has been calculating with some of his gimmicks, Ryan should dig up that ball, paint "45-3" on it and bring it with him everywhere he goes this week.
Only a triumph in New England will satisfy critics of the Jets' reputation as all-style, no-substance contenders. Even then, the Jets still will be two wins shy of the Super Bowl ring Ryan has promised, but plenty closer than anyone would have predicted the last time they departed Foxborough.
"We've waited on this opportunity," Tomlinson said. "We're going against a great team. We know the history, a great coaching staff over there ... but we hope to put on a better performance this time."
Compared with what they already have experienced, the Jets can't do any worse.
If Saturday night in Indianapolis is any indication, they can only hope the best is yet to come.

Like the contest for the nation's top job .. the most marginal seat in Victoria could
go down to the wire today.
In 2007 .. Labor candidate ROB MITCHELL won the seat of McEwen by a mere seven votes
.. but a federal court challenge by Liberal MP FRAN BAILEY saw her finally declared the
winner eight months later .. by only 31 votes.
The seat takes in Melbourne's northern and eastern fringes .. and some rural and mountain
communities .. and is held by just 0.02 per cent.

NSW: Two dead in roads crashes in regional NSW
Two men have died in separate road accidents in regional New South Wales.
One was killed about 1.30am (AEST) when his car hit a bread truck on the Pacific Highway
near Kempsey .. while the other man died after his vehicle rolled several times on the
Golden Highway near Dunedoo.
A passenger .. whose arm was partially severed .. managed to free himself and alert
a passing motorist.
The accidents follow the death of a female motorcyclist .. almost a week after being
injured in a crash at Kyeemagh.

Fed:Global toxic assets could reach $4 trillion:IMF
The International Monetary Fund says bank writedowns associated with so-called toxic
assets clogging up the global financial system could eventually reach four trillion dollars($A5.73
trillion).
This is nearly double the amount the IMF predicted in January.
With this in mind .. the IMF warns in its latest Global Financial Stability Report
that costs to taxpayers could be greater if governments don't continue with policies to
restore confidence in the financial system.
The IMF estimates writedowns on US-originated assets since the outbreak of the crisis
will increase to 2.7 trillion dollars from its previous forecast of 2.2 trillion.
This it says is largely as a result of the worsening base-case scenario for economic growth.

Fumes have caused the evacuation of one thousand people in Brisbane's CBD after a chemical
incident .. with nine women taken to Royal Brisbane Hospital with breathing difficulties.
Emergency services responded to triple zero calls to a 22-storey building in Anne street
just before noon (AEST).
Police blocked traffic along a section of the street .. while fire fighters tried to
find the source of the smell.
Emergency services say the cause of the fumes hasn't yet been identified .. but they've
shut down the airconditioning system and are conducting air quality tests.

Cyc: Spanish cyclist becomes first doping failure of the Games
BEIJING, Aug 11 AFP - Spanish cyclist Maira Isabelle Moreno became the first athlete
to fail a doping test here at the Olympic Games, the International Olympic Committee (IOC)
revealed today.
The 27-year-old tested positive for EPO in a test she underwent on July 31.
She left the athletes' village the same evening, before she knew the results.
IOC spokeswoman Giselle Davies announced Moreno's positive test.
"The IOC means business in stamping out doping," she said.
"Her (Moreno's) accreditation has been cancelled and withdrawn by the IOC.
"We have asked the sport's governing body, the International Cycling Union (UCI) to
follow it up as any disciplinary measures will be complete after the Games finish."
Moreno had been considered one of Spain's best hopes for a cycling medal in the women's
road race.

Fed: Canberra terminates OPEL broadbank contract, ASX told
SYDNEY, April 2 AAP - The federal government has cancelled the contract for Optus and
Elders to build a fibre-to-the-node broadband network, the companies say.
Futuris Corporation, which owns Elders, and Singapore Telecommunications, Optus's parent,
both told the Australian Stock Exchange of the cancellation of the contract this morning.
Futuris and Optus, in an equal partnership called OPEL, were awarded $958 million by
the Howard government to construct a broadband network for rural and regional Australia.
According to the companies' statements to the stock exchange, the Rudd government says
it has cancelled the contract because of an assessment that the implementation plan does
not meet prescribed coverage requirements.
The government also was concerned that networks would be duplicated, as it has proposed
its own fibre-to-the-node broadband plan, according to the statements.
Futuris and Optus maintain the OPEL plan satisfies the prescribed coverage requirements.
If the companies are unable to recover money from the government, Futuris will make
a provision of $15 million as a non-recurring item and Optus will write off $9 million.

NT: Woman allegedly stabs man in chest with kitchen knife
DARWIN, Aug 31 AAP - A man collapsed on his driveway, calling out for help, after he
was allegedly stabbed by a woman in a Darwin kitchen, police said.
The 45-year-old man was taken to hospital following the incident at a house in Woodroffe
on Wednesday night.
Police said a 32-year-old woman has been charged with stabbing the man in the chest
with a 30 cm knife.
She had allegedly followed him outside after a verbal altercation in the kitchen, punching
and kicking him, as he went for help.
A neighbour called police shortly before 7pm (CST).
The man, who had collapsed on the driveway, was taken to Royal Darwin Hospital where
he today remained in a stable condition.
The woman has been charged with aggravated assault with a weapon and unlawfully causing
serious harm.
She was bailed to appear in the Darwin Magistrates Court on September 20, police said.

MELBOURNE, Dec 15 AAP - Qantas boss Geoff Dixon says passengers will notice no difference
following the sale of the airline and that rather than being broken up, he expects the
national carrier to grow.
Concerns have been raised about the future of Qantas following its acceptance of an
$11.1 million takeover bid from an Australian and international consortium.
Mr Dixon denied the airline would be split up and sold off.
"We have no plans to sell off any of the assets at the moment, certainly we have no
plans ever to break the airline up or to sell off any major part of the airline, the operating
airline itself," he told ABC radio.
"I can guarantee that."
Mr Dixon said passengers would notice no difference to service and there would be no
changes to Frequent Flyer points.
He said job losses were not inevitable but Qantas needed to become more efficient to
retain a competitive edge.
"I couldn't guarantee jobs the day before yesterday when it was still in public ownership.
I have always said that," Mr Dixon said.
"But what I can guarantee is that if we are efficient and become more efficient we'll
be able to grow jobs.
"I really do not make any apology for the fact that Qantas has to be more efficient
every day it can be because it's a tough business."
Mr Dixon said Qantas had been undervalued by the Australian sharemarket, considering
its performance.
He said he expected both Qantas and its budget spin-off Jetstar to grow.
"I expect Jetstar to be probably close to 10 times bigger than it is in four or five
years time in sheer growth," he said.
"But that doesn't mean Qantas won't grow - Qantas will grow."
Mr Dixon said he hoped to bring maintenance parts of the business that were currently
in countries such as the Philippines back to Australia.

Vic: Missing teenager found in Melbourne
MELBOURNE, Aug 6 AAP - A Melbourne teenager missing since last month has been found
alive in the city's south-east.
Victoria Police said Glenn Birtwistle, 16, was found tonight and had been transported
by ambulance to Dandenong Hospital.
A police spokeswoman said the teenager was in need of medical attention but would not
give details of where he was found or what condition he was in.
His family were on their way to Dandenong Hospital.
Glenn went missing on July 26 after leaving his Narre Warren home, in Melbourne's south-east
at about 7am (AEST) to go to Berwick Secondary College, where he is a student.
The night before his disappearance Glenn had a dispute with his parents concerning
whether he was allowed to have a mobile phone, police said.
Police and State Emergency Service staff carried out a large-scale land and air search
around his home.
Three mobile phones believed hidden by the missing teenager were discovered on a disused
property near his home, although police said these were probably old phones Glenn no longer
used.

Even cell phone users get irritated at others who yak on their portables about their personal business in public. An AP-AOL-Pew poll found the offended don't think they are among the callers who get on other people's nerves.
Most cell users find their phones very useful, with half keeping them on all the time.
But almost nine in 10 say they encounter others using those phones in an annoying way. Only 8 percent of cell users acknowledge their own use of cell phones is sometimes rude.
"People tend to talk louder on the phone. That's quite irritating," said Pamela Sorenson, a 57-year-old resident of Bellingham, Wash. "I often hear young people, mostly college age, talking about dating and personal things I don't want to know about."
More than two-thirds of cell phone users say it would be hard to give up their portable, according to the poll, one of the most extensive news surveys of cell phone users yet.
About a fourth of the cell phone users polled, 26 percent, said they can't imagine life without their cell phone. Three-fourths of cell users say they have used it in an emergency.
"My cell phone is pretty much a necessity _ sometimes a pain but a necessity," said Sandra Moore of Colorado Springs, Colo. "I have children and the cell phone gives me the freedom to be places I need to be. It's easier to communicate with people, you can reach them almost any time.
"But that means people can reach me anytime," she grumbled. "Sometimes, I just turn the ringer off."
Almost one-fourth of those polled say too many people try to get in touch with them on their cell phones _ just one of many headaches balanced against the devices' advantages.
The poll also found:
_More than a fourth, 28 percent, said they sometimes don't drive as safely as they should because they are using a cell phone.
_More than a third, 36 percent, said they are sometimes shocked at the size of their service bill.
The bulk of cell users use it traditionally _ as a portable phone. But cell phones increasingly include built-in cameras, MP3 players, games and computers with the Internet and e-mail.
Young adults and minorities are drawn to the multiple uses of a cell phone. They are more likely than older adults and whites to send text messages, take pictures, use the Internet and play music with their cell phones.
If those trends continue, the cell phones' role will change dramatically.
"We've got everything on my phone," said Mark Madsen, a 24-year-old college student from Chattanooga, Tenn. "I use it mostly for the phone, but I also play video games and use the MP3 player. I pretty much use it all the time."
Only one-third of U.S. cell phone owners use text messages _ a practice immensely popular in Europe and Asia. Two-thirds of cell phone owners between ages 18 and 29 send text messages _ one of many areas where young adults have a more versatile approach to the devices.
More than half, 55 percent, of young adults take still pictures with their phones; 47 percent play games and 28 percent use the Internet, according to the poll of more than 1,200 cell phone users.
"We think of them as mobile phones, but the personal computer, mobile phone and the Internet are merging into some new medium like the personal computer in the 1980s or the Internet in the 1990s," said Howard Rheingold, an author who has taught at Stanford University and written extensively about the effects of technology.
Cell phones have changed the way people organize their time. Nearly half freed said they make most of their cell calls in off-hours when the minutes are free. Almost as many say they make cell phone calls to occupy time when traveling or waiting for someone.
"When I'm driving to my appointments, everybody calls me on my cell phone, said 26-year-old Abel Yanez of San Jose, Calif, who works in a landscaping business. "When I'm in my office, I use my cell phone because if I need to leave, I just leave. I have the office phone so I can dial up on the Internet."
The AP-AOL-Pew poll of 1,503 adults included 1,286 cell phone users and was conducted March 8-26. It has a margin of sampling error of plus or minus 3 percentage points. About half of the interviews, 752, were conducted by dialing landlines and 751 were conducted by dialing cell phones.

'The Real Yellow Pages' Directory From BellSouth For Memphis Features 'one Million' Promotion; Delivery Starts Dec. 10, Company Officials Say.
ATLANTA, Dec. 8 /PRNewswire/ -- Like a great magnet, the Greater Memphis, Tenn., area continues to attract people and new businesses. This is evident by the increasing number of issues of the new "The Real Yellow Pages(R)" directory from BellSouth -- featuring a sensational 'One Million Dollar Delivery Promotion" -- that will begin distribution Thursday, Dec. 10.
"We are running this 'One Million Dollar' promotion to remind consumers and advertisers of what a valuable resource they have available in 'The Real Yellow Pages,'" said Pamela R. McCarthy, BAPCO's vice president-Marketing. "It is designed to generate awareness in those features that surveys show consumers are most interested in our directory."
The promotion game piece is affixed to the cover of the new directory. Each game piece has a question and answer column.
To play, users read a question and then scratch off one of the three latex squares to reveal an answer. They look inside "The Real Yellow Pages" to see how many of their answers are correct. The card with all five correct answers could earn the lucky consumers a One Million Dollar Shopping spree in "The Real Yellow Pages." Four correct answers wins a $1,000 shopping spree in the directory, three correct answers wins a $500 shopping spree, and two correct answers wins a $100 shopping spree.
Regarding delivery of the new directory, a BAPCO spokesperson said that by the time distribution is completed Monday, Jan. 11, the company will have delivered nearly 500 more copies of the new directory than the one it published a year ago.
"We have always tried to tailor the contents and services offered in our directories to the needs of our customers," said McCarthy. "I feel our advertisers and consumers are going to like this directory because we believe it is the most up-to-date, comprehensive and accurate buyer's guide in the marketplace today."
BAPCO said it has printed and will deliver 118,536 copies of the new directory. A year ago, the number was 118,037.
McCarthy also said that all residential, business and government numbers for Germantown and Collierville also are included in this directory.

WIDERNET PROJECT ANNOUNCES LAUNCH OF GLOBAL DISABILITY RIGHTS LIBRARY.
IOWA CITY IA -- The following information was released by the University of Iowa:
Advocates for the rights of people with disabilities around the globe now have a new way to find the knowledge and information resources they need: the Global Disability Rights Library (GDRL), an innovative technology that delivers digital information anywhere in the world, even to places the Internet does not reach.
The WiderNet Project, a service program in the School of Library and Information Science at the University of Iowa, just released the first prototype version of this library, containing over 500,000 resources on disability rights. It is available in both an on-line and off-line version.
Internet users can browse the library, locate resources, and share their feedback with the GDRL team to improve the library. The on-line version can be found at http://gdrl.org.
"Few people in the developing world have the Internet," said WiderNet's Tomeka Petersen. "And even fewer people with disabilities can access information they need to improve their lives. Our librarians and volunteers have spent thousands of hours collecting the best materials from over 100 organizations in the U.S. and abroad."
The off-line version of the Global Disability Rights Library is delivered on a computer hard drive with an interface that emulates the appearance and function of the World Wide Web without requiring actual Internet access. So far, a total of 27 off-line deployment sites have been selected, including four test locations in Ethiopia, Nigeria, Peru and Zambia that have just received prototype units for review.
The GDRL team will use feedback from the first four deployment sites, along with comments from on-line users, to improve the library before disseminating it to the other deployment sites.
Another 33 off-line deployment sites will be selected in September. An on-line application form is available at: http://www.widernet.org/digitallibrary/GDRLSiteSelection.
The GDRL is a partnership between the UI WiderNet Project, the U.S. International Council on Disabilities (USICD), and the U.S. Agency for International Development (USAID). Its goal is to deliver the best materials on disability rights and the U.N. Convention on the Rights of Persons with Disabilities to developing countries, particularly to locations with limited internet access.
"We are excited to share the prototype version of the Global Disability Rights Library with the public because we need everyone's help in making it an outstanding resource," said Andrea Shettle, GDRL program manager at USICD. "Disability rights advocates, policy makers, and other stakeholders in developing countries need access to a rich body of digital knowledge. The websites, videos and electronic publications contained in the library will support their work in improving the lives of people with disabilities."
The GDRL is still very much a work in progress, Shettle stressed. To improve the library, project organizers are requesting input from people with disabilities around the world, and from the organizations that support them. St. Jude Medical Announces FDA Approval of Next Generation Internet-Based Data Management System for Implantable Cardiac Devices.
Merlin .net Patient Care Network provides physicians with improved access to important patient device data
ST. PAUL, Minn. -- St. Jude Medical, Inc. (NYSE:STJ) today announced U.S. Food and Drug Administration (FDA) approval of software and firmware updates to the Merlin[TM].net Patient Care Network (PCN). The new Merlin.net PCN 2.5 will expand availability of the system nationwide and provide physicians with improved options for remotely monitoring their patients with the most commonly-used St. Jude Medical implantable cardiac devices.
The upgraded system includes enhancements to the Housecall Plus[TM] transmitter which patients use to convey data from their devices over phone lines to the central Merlin.net PCN data repository. The new modifications offer improved ease of use for patients and physicians, a simple, one-step procedure for data transmission, expansion of services to include the entire U.S., and the ability to accommodate patients with devices who travel out of the U.S. by allowing them to transmit data from overseas.
The U.S. Veterans Health Administration (VA) has been using Merlin.net PCN since August 2007 (through its National ICD Surveillance Program). Currently, 20 VA Medical Centers have enrolled to provide remote monitoring service to veterans with St. Jude Medical defibrillators. Several special enhancements have been made in Merlin.net PCN to facilitate patient registration, transfer important device data to the VA National ICD Surveillance Program Web site, and electronically paste text-rich reports into the VA Computerized Patient Records System.
In addition, St. Jude Medical is the first and only cardiac rhythm management company to satisfy the requirements established by the IHE (Integrating the Healthcare Enterprise), which promotes the adoption of standards for sharing healthcare information seamlessly across clinical settings. Compliance with IHE standards supports the compatibility of Merlin.net PCN with electronic health record (EHR) systems. By designing in an open architecture, St. Jude Medical allows clinics and physicians to utilize Merlin.net with their choice of EHR system. Merlin.net PCN already has successfully integrated into major EHR systems, including GEMMS, Lumedx and NextGen (through eMedApps), and is expanding its integration with other systems.

Patients with implantable cardiac devices use the Housecall Plus transmitter to send data from their devices directly to Merlin.net PCN from the comfort of their own homes. The system gives patients the freedom to send data, and physicians the ability to review it (during or outside of regular office hours), which may contribute to better early detection and care for patients with abnormal heart rhythms.
Merlin.net PCN provides storage for important data that is captured in a patient's implantable cardiac device - from the implant procedure, in-office follow-up visits and remote follow-up transmissions. Transmitted data includes reports of any episodes of irregular heart rhythms as well as a real time electrogram (EGM) which shows the patient's heartbeat at the time of transmission. Data transmitted to the central repository is available to physicians via a secure log-in, and can also be integrated into existing patient electronic health records (EHRs) to ensure a comprehensive patient history is generated and accessible.
